Delivery and operational controls
Availability, approval state, archive state, and access rules are rechecked before a file is delivered. Downgrading does not weaken role-required or staff-only protection.
ZIP import availability may be controlled by ScriptVault operations. Individual `.gpc` uploads remain available when ZIP import is paused.
Modal file upload, giveaways, and feedback intake may also be controlled by ScriptVault operations. The standard slash-command attachment workflow remains the individual-upload path.
